In this article from Screenrant, there is a theory the writer presents that the Doctor is partly responsible for the destruction of Gallifrey. When the Master returned in Season 12, he shows the Doctor he destroyed Gallifrey. The kicker is that he says he couldn’t do it without her help. Okay, this is a lot to digest. Do the fans believe the Doctor is capable of such a feat? Everyone knows the Master is ruthless and does not care about anything but himself. A theory is all this is but did the 12th Doctor’s action cause the end of Gallifrey?

Can the Doctor be held partly responsible? Looking at the event surrounding the Doctor and Gallifrey in Hell Bent, the point is made he left the planet vulnerable. How much did the Doctor know about the hybrid prophecy? At least, that is what Rassilon and the high council are eager to determine. So, they capture him and do everything in their power to interrogate him. Things don’t go as the High Council wants. The Doctor and guard depose Rassilon and the high council. At this point, the Doctor exiles them from Gallifrey.

Here is where things get hot. Clara has lost her life, and the Doctor wishes to reverse this action. Well, the Doctor goes and extracts Clara from the time before she dies. He does it even after being warned of the consequences. They exit Gallifrey without returning. The writer says, ” the belief is that the Doctor and Clara are the hybrids. There is so much to look at, and maybe it is true.

Is the Master to be believed? The Doctor does say he went too far, but is his action the cause of Gallifrey falling? The Master saw everything about the Doctor and himself in the matrix. Does this make him mad? He sees who the Doctor is for real, and he does not know how to handle it. After his discovery, in a fit of anger, he destroys everything about Galifrey. Does what he finds out about the Doctor enrage him? When you look at his personality, that is a conclusion you can make. But is that the real reason, or is it just because he is evil.

So, the Doctor extracts Clara from the moment of her death, therefore breaking a law of time. His action and his leaving without returning could cause damage to time and weaken Gallifrey. He does not want to be the Lord President. So, he flees the scene distracting the guard and leaving the planet vulnerable. It is at this moment the Master attacks. So, if you look at it like this, yes, the Doctor is partly responsible.
